Pasco County Considers Increase in School Impact Fees to Support Education

PASCO COUNTY — The Pasco County Planning Commission met on July 25th to discuss a proposed increase in school impact fees for new residential construction, a measure aimed at addressing the county's rapidly growing student population. Currently, the fee for a single-family home is $8,328, but under the new proposal, this amount would rise to $13,613 over three years, marking a significant 63% increase. Similar adjustments will also apply to townhomes, apartments, and mobile homes, as outlined in the attached documents.

The primary goal is to ensure that Pasco County's educational infrastructure keeps pace with its expanding population. Pasco County currently has the highest school impact fees in the greater Tampa Bay area. These fees, typically passed on to the buyer of new homes or renters of apartments, are crucial for funding the construction of new schools and expansions necessary to accommodate growth.


The detailed breakdown of the proposed fee changes includes:

  • Single Family: Current fee - $8,328; Proposed fee - $13,613; Increase - $5,285 (63%)

  • Multifamily: Current fee - $4,884; Proposed fee - $6,576; Increase - $1,692 (35%)

  • Mobile Home: Current fee - $5,114; Proposed fee - $6,666; Increase - $1,552 (30%)


The increase is seen as a necessary measure to provide adequate educational facilities and resources for the community's children. With Pasco County experiencing unprecedented growth, the demand for new schools, expanded classrooms, and upgraded facilities has surged. The additional funds generated from the increased fees will be vital in addressing these needs, supporting the educational development of future generations.


According to the Planning Commission's agenda memorandum, the proposed amendments are designed to align with the 2024 School Impact Fee Study. This study aims to recalibrate existing fees using updated cost estimates for building and land acquisition. The amendment also specifies that effective January 1, 2025, the Multiple Family Rate will apply to various housing types, including vertical and horizontal apartments, condominiums, and duplexes. Additionally, future land rates for 2028 will be utilized for fee credits and associated surcharges.


Impact fees are an essential tool for managing the infrastructure needs of a growing population. They ensure that new residential developments contribute to the costs of expanding and maintaining public services, including education.
